Will this allow me to program replacment Master/Slave transponder keys as well as new vin for replacement pcm?
I lost the only key that came with my used PT cruiser. I was told I had to go into the ecu to clear current transponder codes and to add the new keys to the list. Also, there is a possibility that I may need to replace the PCM and was told if I do so, I have to put in my vin. Will this unit allow me to do all of that?

No. That is a limitation imposed upon the aftermarket by Chryser.
Find a tech with a Chrysler dealer tool and locksmith credentials.
